Vinh Loc is a district in Thanh Hoa Province, Vietnam, with a population of 85,873. The area has made progress in rural development, but it faces challenges in Information Technology (IT) education. Although IT is part of the school curriculum, many students in Vinh Loc do not gain basic technological skills. The district has six secondary schools with over 2,100 students, but these schools lack sufficient resources, and many families cannot afford computers or internet access. Teachers often lack proper IT training, and students have few chances for hands-on practice. As a result, most students finish middle school without basic IT skills. The rise in smartphone use among children poses additional risks, as schools and parents offer little guidance on safe internet use, exposing students to online dangers like cyberbullying and harmful content.
